It’s a very exciting time to join HMRC!

HMRC’s Customer Compliance Group (CCG) is larger than most Government departments with c.25,000 colleagues in locations across the UK. It is at the heart of our transformation programme and is responsible for delivering the department’s high-profile and reputation-critical compliance activities. CCG has unparalleled scale, breadth and impact within HMRC and is also involved in critical cross-Government initiatives and priorities.

Tax evasion & avoidance, fraud and organised crime are among HMRC’s most high-profile issues. They require both internal and external engagement along with proactive management of their operations and policies. CCG is also responsible for HMRC-wide and cross-Government initiatives, requiring co-operation, influence and engagement beyond the department.

The successful candidate will have proven experience working under pressure to deliver on competing priorities. They need to be confident, highly organised and used to working in fast paced environments.

You will need high levels of resilience and the ability support colleagues of all levels to deliver strategic advice and effective campaigns under pressure, while maintaining a supportive and inclusive environment.

Person specification

Lead and actively participate in campaign planning discussions with policy and delivery teams across CCG, including communications corporate centre

Liaise with the HMRC Strategic Communications and Campaign leads to ensure all activity is planned effectively and GCS governance followed.

Build, manage, coach and develop a high-performing team, delegating as appropriate.

Create new, innovative ways of working to produce content tailored to our audiences that is aligned with HMG brand and style guides.

Deputise for and support the Deputy Director (DD) for CCG communications, including attending the Senior Leadership Team and cross Government meetings.

Support the DD to plan and forecast for annual spend profiles for CCG communications – including support them on securing Professional Assurance approval from Cabinet Office for paid for activity.

Work with representatives from the tax compliance, Business Representative Organisations and wider government to identify and implement communications to achieve business objectives.

Develop a deep understanding of major CCG audiences, issues and programmes, and the role of communications in delivering the departments aim to help customers get their tax right.

Provide Trusted advice on CCG communications to HMRC’s senior leaders and communications function.

Actively participate in the HMRC Communications wider leadership community.

Essential Criteria:

Candidates must be able to demonstrate within their CV and personal statement how they meet the following essential criteria;

Strong leadership experience within a communications environment

Proven experience of leading proactive communications planning and campaigns and implementation and leading working groups working in a collaborative and agile way.

Excellent writing, editing and content shaping skills, and experience of delivering high impact campaigns

Confidence supporting senior stakeholders, as well as strong influencing skills and the ability to prioritise and manage competing priorities.

Desirable Criteria:

Programme and project management experience

Proven strategic communications leadership and delivery of campaigns including low and no-cost marketing

Experience working with senior leaders and potentially ministers and special advisors
