Job description
We have an exciting opportunity here at the MCA for a motivated and proactive individual to join us as the Lead Safety Specialist.
Reporting to the HQ Consultant Surveyor, the Lead Safety Specialist will provide technical assistance for UK Maritime Services and Maritime Technology Research and Development, and assist in meeting the Government's Survey and Certification, innovative technology and sustainability strategy by:

  • Undertaking the internal quality assurance reviews of innovative technology submissions.
  • Undertaking innovative technology safety case assessments as required and assisting Survey Operations, policy and Technical Services (Operations) stakeholders.
  • Contributing to and developing novel regulations and guidance to enable the safe use of innovative technologies in emission reduction and automation.
The successful applicant will engage with a wide range of stakeholders such as ship classification societies, boat builders and vessel owners from small boat owners to passenger vessel operators.
Responsibilities
Responsibilities include but are not limited to:
  • Completing case-by-case assessment of Stakeholder' proposed approach demonstrating that risk associated with the deployment of innovative technology, when integrated onto a maritime vessel and operated within defined limits, is acceptably safe.
  • Reviewing assessment and suitability of proposed codes, standards and good practices, for marine vessel innovative technology.
  • Assessment of stakeholder safety case submissions managing, the safety and environmental risks associated with the innovative technology.
  • Conducting independent safety and engineering assurance reviews for autonomy and zero-emission projects via:
    - MCA prescriptive regulations
    - External Prescriptive standards
    - Risk-Based certification

This is a unique role which sits on the cutting edge of new technology on vessels. The Lead Safety Specialist will be at the forefront of innovation for brand new novel technologies for vessels worldwide. The successful applicant will enjoy a varied and interesting role with the freedom to work with autonomy and shape this role, driving it forward in the way they feel best.
The post-holder will operate a normal weekday working pattern consisting of a hour working day and over the course of a year the post-holder is contracted to work 1931 net conditioned hours. On occasion, there will be a requirement to work outside of normal conditioned hours.
This role will be based in the Southampton HQ. MCA supports flexible working and operates a hybrid working model between home and office for this role, giving you greater flexibility over where and when you work. Details of the arrangement will be discussed further with your line manager.
There may be the requirement to travel on official duty within the UK and on short-term visits overseas or offshore, which may involve overnight stays.
Person specification
To be successful in this role, you will have excellent stakeholder engagement skills, able to quickly build up rapport resulting in trusted working relationships.
You will be a strong communicator, confident in clearly setting direction and adapting your approach to diverse audiences, breaking down and conveying messages to ensure they are understood.
You are self-driven and able to work with autonomy, managing and organising a varied workload and able to balance and reprioritise tasks where necessary, applying an agile way of working.
You are able to review and evaluate a large amount of information in order to assess and analyse risk successfully. Good judgement is key within this role and you are confident in making sound evidence-based decisions.
This role would suit someone with a strategic mindset who has a keen interest in novel and future technologies.

  • Experience of application of standards for functional safety and the quality assurance of programmable elements.

Interviews are due to take place week commencing 17th April 2023.
The interviews will be conducted face to face at MCA Headquarters Southampton.
